SC reserves its order on the setting of National Court of Appeal (NCA)
The government on April 28, 2016 opposed the plea for the setting of National Court of Appeal (NCA) with regional benches in Mumbai, Kolkata and Chennai, saying that it would be a self-defeating exercise as it would eventually result into adding another stage in the higher judiciary. Telling a bench of Chief Justice T.S.Thakur, Justice R.Banumathi and Justice Uday Umesh Lalit that “it is a self-defeating exercise”, Attorney General Mukul Rohatgi asked “what is the purpose of having another court of appeal”. “Right to come (approach) to the supreme court was an inalienable right, it can’t be shut by leaving it to another court,” he said, adding that in every case that will be decided by the suggested NCA, the losing party will say that it involves the question of constitution and come to the apex court. After hearing the attorney general, the Supreme Court bench reserved its order on the plea. The top court was moved by V.Vasantha Kumar in a PIL seeking the setting of NCA with regional benches in Mumbai, Kolkata and Chennai.
India extends $1-bn credit line to Mongolia
India & Mongolia signed agreements for US$1 billion line of credit (LoC) & exchange of prisoners in New Delhi on April 28, 2016. Both the countries signed on the agreements after delegation-level bilateral talks led by Minister of State for External Affairs V.K. Singh and Mongolian Foreign Minister Lundeg Purevsuren. This comes after Prime Minister of India visited Mongolia in May 2015 during which he announced the LoC for economic expansion and infrastructure development and the two sides signed 14 agreements.This was the first prime ministerial visit from India to Mongolia. India and Mongolia are marking 60 years of diplomatic relations this year with a series of events. N Korea’s mid-range missile launch appears to have failed
North Korea on April 28, 2016 fired a Musudan intermediate-range ballistic missile, but it appeared to have failed.The projectile was launched at 6.40 a.m. (local time) from the Wonsan area in North Korea.The launch crashed several seconds after liftoff.
Scientists built a Semantic Atlas
Scientists have built a “semantic atlas” or a brain map that identifies areas that respond to words having similar meanings. The finding can help give voice to those who cannot speak such as victims of stroke, brain damage or motor neuron diseases. The atlas shows in vivid colours and multiple dimensions how the human brain organises language. Further, the maps show that many areas of the human brain represent language that describes people and social relations rather than abstract concepts.
Navigation satellite IRNSS-1G blasts off
An Indian Polar Satellite Launch Vehicle (PSLV) rocket lifted off successfully on April 28, 2016 afternoon with the country’s seventh and final navigation satellite, IRNSS-1G from the from Satish Dhawan Space Centre SHAR, Sriharikota (Andhra Pradesh). The PSLV-XL standing 44.4 metre tall and weighing 320 tonnes, tore into the afternoon skies at 12.50 p.m. breaking free of the earth’s gravitational pull. Named the Indian Regional Navigation Satellite System (IRNSS), it consists of a constellation of seven satellites of which six – IRNSS-1A, IRNSS-1B, IRNSS-1C, IRNSS-1D, IRNSS-1E and IRNSS-1F- have already been put into orbit. The seventh satellite in the series – IRNSS-1G – weighing 1,425 kg is expected to soon join the other six. Just over 20 minutes into the flight, the rocket would put IRNSS-1G into orbit at an altitude 497.8 km. The satellite’s life span is 12 years.
IRNSS is an independent regional navigation satellite system designed to provide position information in the Indian region and 1500 km around the Indian mainland. IRNSS provides two types of services, namely, Standard Positioning Services (SPS) – provided to all users and Restricted Services – (RS), provided to authorised users. The launch of the IRNSS-1G was the thirty fourth consecutively successful mission of Polar Satellite Launch Vehicle (PSLV) and the thirteenth in its ‘XL’ configuration.
The Order of North Star
Mongolian Foreign Minister Lundeg Purevsuren on April 28, 2016 conferred Mongolia’s highest civilian award, the Order of North Star, on Lokesh Chandra, president of the Indian Council for Cultural Relations (ICCR), and Mansura Haider, former academic adviser of the Indira Gandhi National Centre for the Arts (IGNCA). (MUST READ: How to prepare Current Affairs for Competitive Exams)
Aster media awards India 2016
Manoj Sharma of Hindustan times and Sarika Malhotra of Business Today on April 28, 2016 won the inaugural Aster Media Awards India. They both won the award for their news reports that had a significant impact in shaping public awareness and driving action on social issues. Manoj Sharma and Sarika Malhotra are joint winners of the Rs.10 lakh award, instituted by healthcare charity DM Foundation.
Rahuri in Ahmednagar: First to have Digi-Locker
Rahuri Municipal Council of Ahmednagar district in Maharashtra became the first Municipal Council to attain the status of integrated with digital locker for the issuance of all essential Documents.  Union Communication and Information Technology Minister Ravi Shankar Prasad formally launched the service on April 28, 2016. The citizen of the area can now apply for the certificates like Birth, Marriage and Death Certificates online without going to Municipal Council and these documents will be available in the Digilocker signed to the citizens. 
Loss of ocean oxygen to become widespread by 2030s
There is bad news for marine life as a new study has found that loss of oxygen in oceans due to climate change which is already discernible in some parts of the world should be evident across large regions of the oceans between 2030 and 2040. Large scale ocean deoxygenation could leave fish, crabs, squid, sea stars, and other marine life struggling to breathe. A study carried by US National Centre for Atmospheric Research (NCAR) was published in the journal Global Biogeochemical Cycles. To investigate the impact of climate change on deoxygenation , the research team relied on the NCAR-based Community Earth System Model. The scientists used output from a project that ran the model more than two dozen times for the years 1920 to 2100 on the Yellowstone supercomputer, which is operated by NCAR. Using the simulations to study dissolved oxygen gave the researchers guidance on how much concentrations may have varied naturally in the past.
Education tribunal in Uttar Pradesh
Uttar Pradesh government has decided to establish an education tribunal to resolve service related disputes. The legal department gave its green signal after going through a proposed draft prepared by secondary education department.The tribunal will be responsible for hearing and settling disputes of teachers and employees of the basic and government aided secondary education schools. Once approved by the legislature, the tribunal would function both at divisional and state levels.
